Cavco - Rocky Mount Hosts Historic Bill Signing Advancing Affordable Housing
Virginia Gov. Abigail Spanberger traveled to our Rocky Mount facility to sign two landmark bipartisan housing bills that will expand opportunities for manufactured housing access across Virginia.
Governor Spanberger toured the facility and toured the nationally available Axis, saw the quality craftsmanship that goes into every Cavco home and stated that she's a believer in manufactured homes as a solution to the affordable housing crisis.
The bills she signed that day – House Bill 655 and Senate Bill 346 – require that manufactured homes receive the same treatment under Virginia zoning rules as any comparable site-built home. In short: if a neighborhood allows traditional homes, it must now allow manufactured ones, too. Both laws take effect July 1, 2026, directly addressing a commonwealth housing shortage estimated at 200,000 homes.
For decades, restrictive zoning has kept manufactured housing from the communities Cavco could serve. That is changing – in a very big way. And on June 1, the Cavco - Rocky Mount team stood at the center of progress.

VA Governor Recognizes Cavco - Rocky Mount with Workforce Innovation Award
Cavco - Rocky Mount earned the Workforce Innovation Award from Virginia Governor Glenn Youngkin for the Cavco Master of Craft (MOC) program at the Virginia Talent Awards facilitated by Virginia Works. The Together for Talent “Workforce Innovation” award recognizes employers who use creative strategies or technologies to address talent shortages or improve workforce outcomes.
The Cavco Master of Craft program is an employee development initiative designed to help team members sharpen their skills across various roles within Cavco. Participating in the program is a great way for team members to experience a structured pathway for career progression. Master of Craft focuses on: Technical training by providing hands-on experiences to help team members improve technical expertise. Leadership development helps foster management skills and team collaboration. And cross-functional exposure helps participants learn skills across different roles.
Cavco - Rocky Mount GM Inducted into VAMMHA Hall of Fame
Cavco is proud to announce that Cavco - Rocky Mount's General Manager, Jim Trepinksi was inducted into the Virginia Manufactured and Modular Housing Association (VAMMHA) Hall of Fame. Jim was presented with the prestigious honor for his nearly three decades of work to advance innovation, quality and affordability in the manufactured housing industry in Virginia and across the U.S.
Jim has worked in the manufactured housing industry for 28 years, starting in Riverside, California and serving in locations including Douglas, GA, Rocky Mount, VA, Waco, TX and then returning to Rocky Mount in 2017. Among his many contributions, Jim played a significant role in the design and construction of the industry’s first HUD-approved nationally available manufactured duplex home – the Anthem series.
Congratulations, Jim, on a well-deserved recognition with a relentless focus on excellence in everything you do. Cavco is proud to have you as a leader and teammate.

Cavco's Axis Shines at HUD's 2025 Innovative Housing Showcase
For the fourth straight year, Cavco brought our newest ground-breaking national homes to the Innovative Housing Showcase – this time the Axis, an all-around impressive modern double–section model built by the Cavco - Rocky Mount team.
Leaders from across government, including Secretary Scott Turner of the United States Department of Housing and Urban Development (HUD), Administrator Lee Zeldin of the Environmental Protection Agency (EPA), Congresswoman Monica De La Cruz and U.S. Congressman Mike Flood, were among those who toured the Axis. Many came away surprised at just how modern, spacious and well–designed today’s manufactured homes can be. They were especially impressed with the quality, design and craftsmanship of the Axis.
While the showcase was about demonstrating quality and innovation, it also reinforced Cavco’s bigger mission – ensuring families have access to affordable homes.
Cavco - Rocky Mount Awarded Virginia's 2024 Manufacturer of the Year
We’re proud to announce that Cavco in Rocky Mount, Virginia has been awarded the 2024 Manufacturer of the Year Award by the Virginia Manufactured and Modular Housing Association (VAMMHA).
The Rocky Mount team was selected to win this award ahead of 20 other manufacturers selling into Virginia, surpassing this impressive field of competitors in both build quality and design innovation.
Jim Trepinski, General Manager, Cavco – Rocky Mount, is proud of the team’s hard work: “This award is really about our floor associates, our quality team, our Learning, Development and Education team, our supervisors — all of them. The attitude and effort that each one of them puts forth every day is amazing.”
The VAMMHA Award recognizes leaders of innovation in the industry, and Rocky Mount’s leadership in the development of the Anthem line of multi-unit homes was a major factor in earning this honor. The Anthem duplex, the first HUD-approved manufactured duplex available nationwide, is a groundbreaking achievement, and Jim and the Rocky Mount team were key players in pioneering this line.
